Our Directors, Kevin Barter and John Russell, are supported by a dedicated team comprising Associate Directors, a Business Manager, and Principal Engineers. Every project is managed by our team of highly qualified professional technicians under the guidance of our senior engineers. Our collective technical expertise spans diverse backgrounds, including prominent consulting engineering firms, petrochemical industries, local authorities, and national developers.

Kevin Barter IEng IMIStructE

Managing Director
Kevin was one of the two founding Directors of Barter Hill in 1990.

Prior to establishing Barter Hill Partnership, his experience included working for Haris & Sutherland, prominent London based Consulting Engineers in 1970’s / 80’s. The London Borough of Camden whose chief Engineers department were intimately involved with the Institution of Structural Engineers and BRE, conducting research and field studies into the effect of vegetation in conjunction with shrinkable clays.

Finally, before establishing Barter Hill, Kevin worked for Bovis Homes (South East) as Area Structural Engineer for East Anglia, benefitting from being based on a large (3000) plot development in an area of extensive dissolution feature activity.

Outside of Barter Hill, Kevin has a strong interest in Mid Century Architecture, motorcycles, cycling... and the occasional sneaky croissant.

John Russell

Managing Director
John has over 40 years of experience as an Engineer for Housing Developers and in Private Practice. He joined Barter Hill in 2007 to head up the Civils Team and became a shareholder in 2017.

Outside of work, John enjoys watching sports, spending time with his family and travelling around the UK in his campervan (when it's not broken down). He closely follows his hometown football club Barnsley.

Tim Eley
Technical Director

Tim has over 28 years experience in the industry, 7 of which have been spent here at Barter Hill. He has a particular interest in Historic Building Repair and Conversion.In his free time, Tim enjoys reading and playing the guitar.

Andrew Bond
Operations Director

Andrew brings over 24 years of experience in the construction industry to his role as Operations Director at Barter Hill. He has worked across a wide range of projects, including commercial developments, highway improvements, and large-scale residential schemes. Since joining the team in November 2023 from Bloor Homes - one of the UK’s leading housing developers - Andrew has played a key role in delivering complex civil engineering solutions for major planning and development projects. His recent work includes the design and coordination of drainage strategies, SuDS schemes, flood risk assessments, and highway infrastructure for multi-unit residential developments. Andrew works closely with clients to ensure all designs are compliant with current regulations and that statutory approvals are secured efficiently. He is committed to value engineering, always aiming to deliver technically robust and cost-effective solutions. With strong technical expertise and a practical, client-focused approach, Andrew is a trusted leader within the Barter Hill team.

Peter Callaghan
Associate Director

Starting as a draughtsman 20+ years ago, Pete has worked his way up from drawing to designing foundations and moved on to Superstructure design. Prior to starting at Barter Hill, he completed full-time education in electronics and computer-aided engineering, where he discovered AutoCad. We supported his further education, where he went on to pass a degree in Civil and Structural Engineering. Pete has also completed an Associate’s exam with iStructe and is looking to progress as a chartered engineer.Outside of work, Pete enjoys spending quality time with his family, camping, hiking, all things technology and eating ice cream on the beach!

James West
Associate Director

James is a Chartered Engineer with the Institution of Structural Engineers. He has 10+ years of experience in design consultancy, with a deep understanding of structural analysis, building codes and industry standards, enabling him to navigate complex engineering challenges with confidence and expertise. James can quickly adapt to providing you with a detailed foundation assessment to a value engineered framed building design. As one of our Associate Directors he keeps clients’ needs at the forefront of the project whilst managing them to the highest quality.

Ian Coates
Associate Director

Ian joined Barter Hill at the start of 2025, bringing with him over 25 years of diverse experience in structural engineering. Throughout his career, Ian has delivered successful projects across a broad range of sectors, including residential, education, commercial, and rail. His technical experience is matched by his practical approach, whether he's leading the design of a 20-storey apartment tower or conducting detailed inspections on old buildings. Outside of work Ian can be found either, trying to keep his kayak upright, or cycling around the country lanes of Essex.

Laura Murray
Senior Structural Engineer

Leo Armstrong - Iginla
Civil CAD Technician

Leo is currently a CAD Technician within the Civils team at Barter Hill. He recently achieved his Level 3 Engineering Technician qualification from Norwich City College.
Now he has achieved this, Leo’s goal is to engage in further education and attend university to attain a degree in Civil Engineering. Leo has worked in Barter Hill’s Civils team for just under 2 years and has rapidly gained an understanding on AutoCAD to produce Civil Engineering drawings independently.
Outside of work, Leo enjoys playing football, he plays for Aylsham FC and 5 a-side football on a weeknight. During the evenings, Leo enjoys going to the gym.

Jack Harrower
Assistant Civil Engineer

Jacqui Clarkson
Practice Administrator

Jacqui joined Barter Hill in 2005, initially providing administrative support to the Directors and Technical Team. With extensive experience in her field, she efficiently handles a wide range of responsibilities, including calendar management, meeting, and appointment scheduling, and overseeing Framework appointments, Collateral Warranties, and Appointment documents. Jacqui also plays a key role in supporting ISO and Health & Safety compliance, including preparation for audits. Over the years, she has developed a strong and versatile skill set, enabling her to effectively manage tasks, prioritise workloads, and support team objectives in a dynamic and fast-paced environment.

Michelle Simmons
Assistant Business Manager

Michelle started at Barter Hill in 2016 where she undertook administrative tasks for the Directors and Technical Team.
Over the years, Michelle has developed a strong skill set that allows her to effectively manage tasks and support the team in achieving their goals, with an ability to prioritise and multitask within a busy team.
Michelle's greatest achievement is her Daughter who is 3 going on 13.

Chris Moore
IT Operations and Systems Manager

Chris oversees the daily management of Barter Hill’s IT infrastructure, ensuring all systems operate reliably, securely, and efficiently.
With a strong background in IT operations, systems administration, and user support, he plays a key role in aligning technology with the needs of the business. From managing network performance to implementing new digital tools, Chris is the go-to person for all things tech-related.
Outside of work, he enjoys spending time with his children, playing Warhammer and keeping up with the latest developments in technology.

Will Mace
Lead Revit Technician

Will has been a valued member of the Barter Hill team for over 20 years and serves as our Lead Revit Technician. Proficient in both 2D and 3D drawing, he brings a wealth of experience and versatility to the role. Based in our Essex office, Will has worked on a wide range of projects—from residential developments and supermarket refurbishments to multi-storey concrete frames. Known for his keen eye for detail and commitment to high-quality presentation, Will approaches every task with a positive, hard-working attitude and the flexibility to tackle any engineering challenge.To support his work in engineering, Will also enjoys physically challenging himself through running - often covering 25 to 30 kilometres each week.

Paul Till
Senior Civil Engineer

Paul is a seasoned Senior Civil Engineer with over 35 years of experience in the industry. He is known for delivering practical and efficient solutions across a diverse array of infrastructure and building projects, regardless of size. His areas of expertise include highways and drainage, where he effectively integrates technical skills with a collaborative approach to advance projects from initial concept through to completion. Paul is dedicated to quality and innovation, significantly contributing to the successful outcomes of clients and project teams. In his personal life, Paul has a passion for music, comedy, traveling, and Formula 1 racing. He is currently on a unique journey to attend a Formula 1 race at every track on the calendar, combining his interests in travel and motorsport. Quirky fact: In 2013, Paul self-published his own book, which is still available on Amazon!

Dave Jasper
Senior Structural CAD Technician

Since joining Barter Hill, Dave has brought with him over 35 years of experience in the design consultancy industry. Well-aligned with our ethos and approach, he has quickly become an integral part of the team. Renowned for his exceptional drawing skills and deep technical knowledge, Dave consistently delivers high-quality work and meets deadlines with reliability and precision. His quick wit and positive attitude bring great energy to the office, making him a valued presence both professionally and personally.

Vincent Ma
Structural Engineer

Vincent has been with Barter Hill for two years and has progressed rapidly as a structural engineer. Originally from Hong Kong, he brings valuable experience working on concrete frames exceeding 40 storeys. Since joining the team, he has adapted his expertise to suit the scale and demands of UK projects. Vincent consistently takes on engineering problems with confidence and focus - and is well on track to achieving professional membership in the UK.Outside of work, Vincent enjoys playing video games, which he finds both fun and a great way to unwind.
